Characteristics of good rule development include the following:
1. The rule is transparent
2. The rule is necessary
3. The rule is easy to obey
4. The rule is efficient
5. The rule is accomplished without undue side effects
6. The rule is enforceable
7. The rule is flexible
8. The rule is communicated to the residents
These 8 characteristics of good rule development can help board members to shape rules that are being developed and help to avoid undue complexity and misunderstanding.
