8 Characteristics of Good Rule Development

Characteristics of good rule development include the following:

1. The rule is transparent

2. The rule is necessary

3. The rule is easy to obey

4. The rule is efficient

5. The rule is accomplished without undue side effects

6. The rule is enforceable

7. The rule is flexible

8. The rule is communicated to the residents

This list is adapted and expanded from excerpts of the Community Association Institute (CAI) publication "Drafting Rules: How Community Association Maintain Peace & Harmony" by Gordon H. Buck.
